Government Offices

Government centre, Calamba — 480-opening replacement

Two administration buildings were operating with sun-damaged vertical blinds installed more than a decade earlier, most of them missing louvres that had never been replaceable from local stock. The tender required a compliance sheet against the technical specification, physical samples with the bid, and a warranty period running from final acceptance, with payment only after inspection and acceptance.

Calamba, Laguna
Project size
480 openings in 2 buildings
Completed

Client
General Services Section, city government centre

Scope of work

Replacement 89 mm vertical blinds in Pearl Grey with washable PVC-coated louvres, chain-linked bottom weights, and 25 mm aluminium venetians in the conference and records rooms. Bid submitted with a line-by-line compliance sheet, brochures, louvre and slat samples, and a complete eligibility set. Old blinds removed and disposed of. Installed in phases around public transaction hours so no service counter closed. 600 spare louvres and 40 spare slats supplied to the general services unit with a written parts-availability commitment, so in-house staff replace a damaged piece without a new procurement.

Their bid was complete on the day, which is more than I can say for two of the other bidders who were disqualified for missing documents. What has mattered since is the spare stock: 600 louvres and 40 slats in our supply room means a damaged blind is repaired by my own staff in ten minutes instead of waiting out another procurement cycle. Installation was phased around our frontline hours and no counter closed. Payment took us 47 days to process and they never once chased the accounting section.
