Public-sector work under RA 9184: PhilGEPS-posted tenders, an eligibility and technical envelope that has to be complete on the day, warranty security, and payment only after inspection and acceptance.
Government work is won or lost on documentation. Bids under RA 9184 are posted on PhilGEPS, and a technically superior offer is disqualified on the spot for a missing certificate, so we keep a complete eligibility set current: PhilGEPS platinum registration, mayor’s permit, BIR registration, latest income tax return and audited financial statements, NFCC computation, and the omnibus sworn statement. The technical envelope carries a line-by-line compliance sheet against the technical specification, brochures for every item, and physical swatches and slat samples, because a BAC that cannot touch the material tends to rate it "not compliant".
Warranty terms in the specification are contractual, not marketing. Where the terms of reference call for a warranty period after final acceptance, we post the warranty security in the required form and hold it for the full term, and we state parts availability in writing rather than implying it. We also quote against the approved budget for the contract as published — if the ABC cannot buy the specified item at the specified quality, we say so during the pre-bid conference instead of substituting quietly after award.
Payment mechanics change how the job is priced. There is normally no mobilisation payment: the agency pays after delivery, installation, and inspection and acceptance by its inspectorate committee, against a BIR-registered sales invoice, with expanded withholding tax on income and a 5% creditable withholding VAT deducted at source — RA 10963 (TRAIN) replaced the old final VAT withholding on government payments with a creditable one from 1 January 2021, so that 5% is credited against our output VAT rather than lost — and processing that realistically runs 30 to 60 days. We carry that cost in the price rather than discovering it halfway through.
Specification-wise, public offices are high-traffic rooms maintained by a general services unit with a small budget. That is why we normally recommend vertical blinds or 25 mm aluminium venetians here: a single damaged louvre or slat is replaced piece by piece by in-house staff from stock we supply, with no need to procure a whole new blind through another round of paperwork. Installation is sequenced around public transaction hours so no service window closes.
